Airline ticket fares are compiled from four sources: (1) public Conditions of Carriage from Saudia (saudia.com/help/baggage), Garuda Indonesia (garuda-indonesia.com), Lion Air Umrah Service (lionair.co.id), and Citilink Hajj/Umrah (citilink.co.id); (2) baseline Umrah-charter fares published per IATA Travel Information Manual fare-class structure; (3) live fare sampling from airline portals during April–May 2026 for Ramadhan 2026 dates; (4) public price ranges from 25 PPIU operators registered with SISKOPATUH Kemenag who issued Ramadhan 2026 brochures.

PPIU package fares are compiled from public price ranges of official PPIU operators listed in the SISKOPATUH Kemenag database as of Q1 2026 (2,150 active PPIU). Sampling was conducted on 25 PPIU operators that opened Ramadhan 2026 quotas with public brochures on their official sites. The 3-star category covers Mecca hotels within a 500–800 meter radius of Masjid al-Haram and Medina hotels within a 300–500 meter radius of Masjid al-Nabawi.

The SAR/IDR FX component uses the Bank Indonesia baseline as of May 2026: IDR 4,220 per SAR 1. The inflation component follows the consumer price index for the “religious travel” subgroup published by Badan Pusat Statistik — up 6.8 percent year-on-year as of Q1 2026.

Are charter Umrah fares always cheaper than regular Umrah-fare?

Not always. Charter Umrah fares are typically 5–15 percent cheaper than regular Umrah-fare because PPIU operators block 200–400 seats at once and earn volume discounts from airlines. However, for DIY pilgrims (umroh-mandiri) buying individual tickets, charter-class access is not available in public booking engines — DIY pilgrims pay the regular Umrah-fare.
